2021 Board of Directors
The Annual Meeting of the Legacy Villas Homeowners Association was held
virtually on November 17, 2020. Fourteen residents representing 14 units
were in attendance. Six units voted with mail-in or email ballots.
Board members reported on various projects during the year including gate
issues, tree trimming, wall repair and an irrigation leak. Treasurer Lori
Verreault provided an update on the 2020 budget. The proposed budget for
2021 was presented and approved. There will be no increase in the budget
or in the assessment fee for 2021.
Jenifer Lovejoy and Susan Morgan were re-elected to the Board of Directors
for two-year terms. Aaron Clairmont offered to seek election for the two-year term vacated by Joan Simonetti.and was elected. Aaron is a new resident of Legacy Villas. Remaining members of the Board include Ace Clark, Ursula Demciuch, Liz Grigg and Lori Verreault.
On December 16, 2020, Jenifer Lovejoy was elected President; Aaron
Clairmont, Vice President; and Lori Verreault, Secretary/Treasurer.
Board meetings are tentatively scheduled for the third Wednesday of each
month at 7:00 p.m. Agendas will be posted on the Community Bulletin
Board in advance of each meeting.

Have You Paid Your Quarterly HOA Assessment?
It has come to the attention of the Board that several homeowners are past due on their quarterly HOA assessment, the payment of which was due on July 1st. Late payments incur a $40 late fee. Colby Management recently changed the envelope they use to mail the bill. If you inadvertently tossed it out, please contact Colby Management at 623-977-3860, x 7712 or by email at frontdesk@colbymgt.com to make payment. Annual Meeting Legacy Villas Homeowners Association 11/17/20
The Annual Meeting of the Legacy Villas Homeowners Association will be
held virtually on Tuesday, November 17, at 7:00 PM. Please contact legacyvillas98@yahoo.com the day before to obtain the link and passcode.
If City of Phoenix facilities open to the public before that, we will try to have a physical meeting, adhering to all CDC/State requirements in effect at the
time.
A 10% turnout of eligible voters (homeowners) is required for a quorum.
Please plan to attend and participate in decisions which affect you and your
property as well as our community as a whole. Each Unit/Lot is entitled to
cast one vote. If there is more than one owner per lot, please designate one
individual to cast a vote for all. Owners must be current on all assessments,
monetary penalties or other fees and charges in order to vote.
Agenda items include: overview of current year activities, current financial
status, future projects, adoption of the annual budget, election to the Board
of Directors, and residents’ questions and concerns. An agenda and voting
materials will be mailed before the meeting. However, homeowners are
urged to attend the meeting in order to learn first-hand what is happening in the community.
Postponed – Annual Neighborhood Block Party
Due to Coronavirus concerns and the CDC’s recommendation that we practice “social separation,” the HOA Board of Directors has decided to postpone the annual community block party scheduled for March 21st.
The Board will reevaluate in a couple of weeks and either reschedule for April or in the fall, depending on circumstances at the time.
Annual Meeting Held on November 13th
The Annual Meeting of the Legacy Villas Homeowners Association was held on Wednesday, November 13th at 7 PM at the Deer Valley Community Center.
Presented by various Board members were 2019 recaps on gate issues, tree trimming, revisions to the Architectural Design Guidelines and the Financial Report. The proposed 2020 budget was approved with a unanimous vote. HOA quarterly dues will remain the same with an increase for the 7th year.
An anticipated project for 2020 is freshening up the landscaping in the cul-de-sac at the north end of 22nd Avenue once the construction of the new homes is completed.
Re-elected to the Board was Liz Grigg, Lori Verreault and Aaron “Ace” Clark. Newly elected to the Board was Ursula Demciuch who has been a homeowner in our community since 1999.

Legacy Villas Gates
School begins August 5th. Make sure your children have a key for the walk-thru gate and that they use it when going to and from the bus stop. Children have been forcing their way through the gate which has resulted in wear-and-tear on our gate and costly repairs. A key may be obtained by contacting legacyvillas98@yahoo.com
Parents will be held liable for any damages attributed to their children.
Biannual Tree Trimming April 29, 2019
The Legacy Villas Board of Directors recently accepted a bid from Design tree Maintenance to trim trees in the common areas. The targeted date to do the trimming is during the week of April 29.
Also, if any Legacy Villas homeowners are considering having any of their trees trimmed or removed, Design Tree would be willing to provide an estimate at a discounted rate. Although Design Tree has a licensed Arborist and is insured, the Board strongly recommends that homeowners seek estimates from other tree trimming companies as well to best determine your needs and to compare costs.
Homeowners should contact Ben McGonegle from Design Tree directly at
602-614-1142 by 4/25 to request an estimate for their property to have any
work done at or around the same time the trees are trimmed in the common
areas.
Our Gates Closed 24/7 Starting March 1, 2019
As a result of the survey and because of all the construction occurring on both sides of our community resulting in heavy equipment and trucks moving over our streets, effective March 1st our gates will close 24/7. Turf Village is still working out some bugs in their gate but is anticipated to follow suit in the not too distant future. Meanwhile, their gate will be closed from 7 pm to 5 am.
Key pad or remote access will be required for entry through our gate. Please provide the services code to landscapers, service companies, UPS, FedEx, etc. If you need the access codes for either residences or service providers (we have a code for each), please contact a Board member or email legacyvilles98@yahoo.com

Roof Rats Sighted in Our Neighborhood
Tips to Keep Roof Rats Away
Starve Them Out:
- Citrus is a source of food and water for roof rats. Pick fruit, even if it’s not ripe, and pick up any that falls to the ground.
- Don’t leave pet food out overnight, and pick up dog feces.
- Limit use of bird feeders.
- Indoors, store bulk food in sealed, rat-proof containers.
- Keep garbage containers tightly covered.
Clean Up Your Yard:
- Rake under trees and shrubs.
- Prune fruit trees so the ground under them is visible.
- Remove wood and brush piles.
- Trim palm trees. They nest in the skirts of old palm fronds, in piles of debris and in hollow trees.
- Thin out bushes, especially oleanders, so you can see daylight through them.
Seal Your Home:
- Roof rats can enter through openings as small as a nickel so be diligent sealing cracks and crevices.
- Check for holes in exterior walls and near water heaters, washers, dryers, dishwashers and under sinks.
- Caulk cracks, screen the sewer stacks on the roof and stuff air-conditioning lines that run from outside into the attic with steel wool or copper mesh to prevent rats from entering.
Be Strategic With Traps:
- Set traps baited with a little peanut butter.
- Place traps away from places that can be found by pets or small children.
- Leave in place for at least a week before moving them.
Be Careful With Poisons:
- Bait stations are protected places for rats to feed without being accessible to non-target animals.
- Don’t wire poison bait blocks directly to tree branches. That could lead to accidental poisoning of cats and birds.
- Make sure your home is sealed before putting out poison bait so the rats don’t enter the house and die, creating a stench it might be hard to get rid of.
